John J. Vitelli, 53, of Hemingway Avenue, East Haven, was charged with creating a public disturbance at 4:13 p.m. on Feb. 23. Arresting officer: John L. Abely

Angel L. Scalia, 33, of George Street, East Haven, was charged with evading responsibility at 6:57 p.m. on Feb. 24. Her court date was set for March 6. Arresting officer: John L. Abely
